Control System for Reconstruction of Overhead Line Supports Taking into Account the Requirements of Operation and Reliability of Power Supply to Consumers
Abstract: Modern problems related to the organization of technical supervision of the state of power grid facilities, certification of facilities and quality management of operation of high-voltage lines (overhead lines) in order to optimize the costs of ensuring trouble–free operation are considered. One of the proposed mechanisms to achieve this goal is line insurance based on technical condition monitoring, which helps to reduce the financial burden on line owners and operating organizations. The stages of examination of technological safety requirements are highlighted, which makes it possible to ensure the safety of overhead line operation. The introduction of insurance liability based on the modeling of repair and restoration measures justifies the economic efficiency of ensuring safety during the operation of overhead lines. Thus, the approaches to improving the organization of technical supervision, certification and quality management of overhead line operation using the insurance mechanism are presented. This reduces the financial burden and increases safety, which is a cost-effective approach to ensuring trouble-free operation of power grid facilities.
